Velma Noel (Fraser) Tapp, R.N., 79 years old of Bonne Terre, MO (and formerly Viburnum, MO for over 40 years) passed away Saturday June 4th at Presbyterian Manor in Farmington, MO from complications related to Ovarian Cancer.

Noel was born on Christmas Day, December 25th, 1942 at Bonne Terre Hospital to John Mancy Fraser and Velma (Highley) Fraser. She attended and graduated school in Bonne Terre, MO where she met her husband George Tapp while working at the local Soda Fountain during her Senior year of High School. The two were united in matrimony that Summer, July 10th, 1960, at the Centenary United Methodist Church of Bonne Terre, MO. Shortly thereafter Noel went to work at the Bonne Terre Hospital. Noel retired from Bonne Terre Hospital, as a Registered (Professional) Nurse in 2002. Having spent years working as an ER and ICU Charge Nurse before transitioning to Home Health. Additionally, Noel spent many years working part-time for the Viburnum Library as well as working for the DCAI in Viburnum as an RN, volunteering at the local school not just as a room mother but also substitute Librarian, substitute/additional school nurse, and Assistant PE Teacher.

In addition to her work life, Noel was a homemaker and proud mother of her sons Bill and Scott Tapp, as well as active with the Cub Scouts as a Den Mother, Boy Scouts as a Merit Badge Counselor for First Aid, and Girl Scouts as a Day Camp Nurse. Noel was a long-time Member of the Emmanuel United Methodist Church in Viburnum, MO serving as a Bible School Teacher, Board Member, and Lay Pastor. She also served her community as a Special Advisor to the Mayor (Viburnum); Board Member – Parks Committee (Viburnum); Board Member, Iron County Health Department; Board Member, Senate Bill 40/Iron County Sheltered Workshop; Council Member, Missouri Developmental Disabilities Council; and Board Member, Ozark Regional Library System. Of all her service and commitments, serving her friends and neighbors in Viburnum was nearest and dearest to her heart. She and George were recognized as the Community’s “Unsung Heroes” in 2008 and went on to continue their mission of helping others through their service with the Viburnum area Love Thy Neighbor.

Of all her many years and tasks, her favorite role was Grandmother to her 6 Grandchildren David, Grahm, Allen, Josh, Joseph, and DellaMarie.

She was preceded in death by her parents Mancy & Velma, as well as her siblings Candy, Carolyn, Earl, Jack, Andy, Mike, TJ Fraser, and Nancy as well as brother-in-law Jesse Middleton.

Services will be – (Please be respectful, several family members are immunosuppressed and as such Masks Will Be Required for the Visitation, Funeral, and Fellowship afterwards):

Visitation Saturday June 18th, 12:00 – 2:00 PM Emmanuel United Methodist Church Viburnum, MO Funeral Service, Saturday June 18th at 2:00 PM Emmanuel United Methodist Church Viburnum, MO

Friends are invited to join the family with Food & Fellowship following the Funeral Service.

The family asks for Donations to Love Thy Neighbor in lieu of flowers. Checks may be made out to Love Thy Neighbor and sent to Boyer Funeral Home at P.O. Box 236 Bonne Terre, MO 63628 or delivered in person at the time of the visitation or funeral.
